  6.       "The problem of circumvention of anti-dumping duty measures formed 
  7. part of the negotiations which preceded this Agreement.  Negotiators were, 
  8. however, unable to agree on specific text, and, given the desirability of 
  9. the applicability of uniform rules in this area as soon as possible, the 
  10. matter is referred to the Committee on Anti-Dumping Practices for 
  11. resolution."
